Water Bath vs Pressure Canning: Which Foods Need Which

Use a water bath canner for high-acid foods with a pH of 4.6 or below — fruit, jams, jellies, pickles, and acidified tomatoes. Use a pressure canner for everything else. Low-acid foods like green beans, corn, potatoes, meat, poultry, and stock must reach 240°F to be safe, and a pot of boiling water physically cannot get there.

That single number — pH 4.6 — is the entire decision. It is not a matter of preference, tradition, or how long grandma boiled her beans. Below we cover what each method actually does, a food-by-food reference table, the tomato exception that trips up new canners, altitude adjustments for both methods, and the short list of foods that should never be home-canned at all.

The One Rule That Decides It: pH 4.6

Clostridium botulinum is the reason canning has rules. The bacterium itself is harmless and everywhere — in soil, on produce, in dust. The danger is its spores, which are extraordinarily heat-resistant and, in a sealed jar with no oxygen, can germinate and produce botulinum toxin.

Two things stop those spores:

Because water cannot exceed its boiling point in an open pot, no amount of extra boiling time makes a low-acid food safe. A 3-hour water bath on green beans is not "extra careful," it is mushy beans with unchanged spore risk. This is the single most common and most dangerous misunderstanding in home food preservation.

Water Bath Canning: What It Does

A water bath canner is just a tall stockpot with a rack. Filled jars sit on the rack and are covered by 1 to 2 inches of vigorously boiling water for the time the tested recipe specifies. Maximum internal temperature: 212°F at sea level, lower as you climb.

The atmospheric steam canner alternative

Research from the University of Wisconsin, now accepted by the National Center for Home Food Preservation, confirms that an atmospheric steam canner is safe for high-acid foods when the process time is 45 minutes or less. It uses about 2 quarts of water instead of 20, heats far faster, and follows the same processing times as a water bath. It does not replace a pressure canner.

Pressure Canning: What It Does

A pressure canner is a heavy sealed vessel that traps steam and raises the boiling point. At 10 PSI on a weighted gauge or 11 PSI on a dial gauge at sea level, the interior reaches about 240°F — the threshold required to destroy botulinum spores within a practical timeframe.

Every plain, unpickled vegetable and every animal product falls in this category:

Processing times swing widely — 20 minutes for pints of stock, 90 minutes for quarts of meat — because heat has to penetrate to the coldest point in the jar. Never shorten a time, never process a partially-filled canner at reduced pressure, and always vent the canner for a full 10 minutes before applying the weight so residual air does not lower the true temperature.

The Tomato Exception

Tomatoes are the borderline case, and the reason so many kitchens have a jar of bottled lemon juice next to the canner. Depending on variety and ripeness, tomatoes range from roughly pH 4.3 to 4.9 — straddling the safety line. Low-acid varieties, overripe fruit, and anything picked off a frost-killed or diseased vine drift upward.

USDA guidance is therefore unconditional: acidify every tomato product before water bath canning.

Use bottled lemon juice, not fresh — fresh juice has variable acidity. Sugar can be added to offset the tartness without affecting safety. Figs get the same treatment. And if you are canning a tomato sauce with added onions, peppers, or meat, it is no longer a tomato product: it is a low-acid mixed food and needs the pressure canner.

Altitude Changes Both Methods

Water boils at 212°F at sea level but only about 198°F at 7,500 feet. Water bath canning compensates with more time; pressure canning compensates with more pressure.

Note the asymmetry: a weighted gauge only has fixed settings, so above 1,000 feet you jump straight to 15 pounds. Dial gauges allow finer control but must be tested for accuracy annually — most county extension offices do it free.

Equipment Notes That Matter

An Instant Pot is not a pressure canner

Electric multicookers regulate by internal sensor and often run below 240°F, with no calibrated gauge to verify. Neither the USDA nor NCHFP endorses them for low-acid canning, and the "canning" button on some models has no validated processing data behind it. They are fine for cooking; they are not a substitute for a tested stovetop canner.

A pressure canner can do a water bath's job

The reverse of the main rule is worth knowing: you can process high-acid foods in a pressure canner with the lid unlocked and the vent open, treating it as a very heavy stockpot. So if you are buying one appliance, buy the pressure canner.

Methods that are simply unsafe

Open-kettle canning (hot food into hot jars, no processing), oven canning, dishwasher canning, microwave canning, and jar inversion are all obsolete and unsafe. None reliably reaches or holds a validated temperature, and dry oven heat transfers far more slowly than steam.

Foods You Should Never Home-Can

Some foods have no tested process because heat cannot penetrate them predictably — density, fat, or starch insulates the cold spot in the jar:

Picking the Right Tool for Your Harvest

In practice most homesteads use all three preservation routes in the same season: water bath for the fruit and pickle wave in midsummer, pressure canning for beans, corn, and stock in late summer and fall, and a dehydrator or root cellar for everything that stores better dry or cold. What is the difference between water bath and pressure canning?

A water bath canner submerges jars in boiling water and tops out at 212°F at sea level — hot enough for high-acid foods at pH 4.6 or below. A pressure canner traps steam to reach 240°F at 10–11 PSI, the temperature needed to destroy Clostridium botulinum spores in low-acid foods like vegetables, meat, and seafood.

Can I water bath can green beans or other vegetables?

No. Green beans, corn, carrots, potatoes, and peas are low-acid (pH above 4.6) and must be pressure canned. Boiling water cannot destroy botulism spores regardless of processing time. The only exception is a tested pickled recipe using 5% vinegar, which lowers the pH into water bath range.

Do tomatoes need to be pressure canned?

Tomatoes can be water bath canned, but only if acidified. Modern varieties sit at the pH 4.6 borderline, so USDA guidance requires 2 tablespoons of bottled lemon juice or ½ teaspoon of citric acid per quart (half that per pint). Unacidified tomatoes must be pressure canned.

Can I use an Instant Pot or electric pressure cooker for canning?

No. The USDA and NCHFP do not recommend electric multicookers for pressure canning low-acid foods. They regulate by internal sensor rather than a calibrated gauge or weight, so there is no reliable way to confirm jars reached and held 240°F. Use a tested stovetop dial-gauge or weighted-gauge canner.

How does altitude change canning times?

Water boils cooler as elevation rises. For water bath canning, add 5 minutes at 1,001–3,000 ft for processes of 20 minutes or less, and 10 minutes if the base process is longer, scaling up from there. For pressure canning, add pressure instead of time: a dial gauge moves from 11 PSI at sea level to 15 PSI above 8,000 ft, and a weighted gauge jumps from 10 to 15 pounds above 1,000 ft.
